116行動宣言：民主鞏固力 全民來監票「政治不關我的事」是台灣這塊土地上許多人相信的真理，然而，這些年一幕幕比電影還要電影的現實在眼前發生，高汙染產業奪走健康與土地，怪手突襲毀去家園與田地，關廠工人追討不回血汗錢，國共簽訂兩岸協議框架台灣發展，沒有帶來更美好的生活，民眾以身體抗爭、��術文化工作者以創作聲援，讓我們開始去探究盤根錯節的政商結構，思考自己與政治的關係，無法再對政治冷漠。
我們意識到，當選擇的那刻再度來到，面對兩黨政治、第三勢力崛起盛放，必須審慎對待手中那張選票。我們明白，選票不是商品，選票的價值不在於能兌換多少張鈔票，選票的價值在於為你我的未來所作出的決定，決定由誰代表在國會問政，決定由怎樣的領導人帶領民主台灣往公平正義邁進。
這個決定從來不容易，有時受到外部的國際情勢恫嚇，有時受限於內部的選舉文化歪風，戒嚴時期的買票與作票，仍在步入民主化後的這塊土地上持續發生，即使到去年（2014年）九合一大選，仍有三分之二縣市發生賄選風波，更有數十人因違反選罷法遭到起訴，這只是台面上的冰山一角，台面下的黑數不止於此。
決定台灣的未來，不該是頭人、不該是派系、不該是政客，而是你我每個人，由人民選出自己的代表，遵循人民的意志來服務。這樣的「民主」道理看似簡單，卻不容易，民主的鞏固更需要眾人齊心協力，不只投票，還要監票。
自從台灣民主化以來，選舉的公平公正愈來愈受到社會關注。但是，監票不只發生在投票與開票階段，也發生在開完票的報票過程。從投開票所開出的每張選票，是如何彙整到中選會？這些選票又是如何統合計算？這個過程仍然充滿謎團。全民監票聯盟，就是希望輔以最新的網路科技工具APP，結合監票與報票功能，開放全民參與監票，打破黑箱的報票過程。我們要把集權封閉的「中選會」，改造成全民參與的「眾選會」──屬於群眾的選舉委員會！
今日台灣的民主，因著一代又一代前仆後繼的爭取累積，現在，輪到你我來守護，讓台灣更加美好，請一起加入監票行動，落實2016大選能公平、公正、公開，成為我們鞏固民主的重要一課，全民行動，守護台灣。
